优化基本公共教育服务成为世界范围内教育公平和均衡发展的基础性目标之一。结合北京市的具体情况,探讨推进基本公共教育服务供给的新理念、新方式与新模式。认为“移动互联”是新时期基本公共教育服务的新取向,要建立“诊断比治疗更重要”、“保护比开发更重要”、“变化比成绩更重要”、“服务比建设更重要”的基本理念。通过跨部门合作、教师在线支持、学生在线学习诊断、建立各种资源库等,改变服务供给方式。进行体制机制的创新,改变资源与服务治理机制,建立新型干部教师评价方式,建立新的资金资源分配机制。
The optimization of basic public education services has become one of the basic goals for the fair and balanced development of education in the world.
