一九八五年七月三日湘办发17号省乡镇企业局《关于减轻乡镇企业负担的报告》,已经省委、省政府同意,现转发给你们,望认真贯彻执行。我省乡镇企业近年来虽有较大发展,但经济底子薄,承受社会负担的能力不强,我们的着眼点仍应放在扶植乡镇企业的生存和发展上。各地、各部门要从提供信息、技术指导、行业规划、环境保护等方面搞好服务,积极促进乡镇企业的发展。省委、省政府指出,当前,乡镇企业负担过重,各地都要组织力量认真进行一次清理和检查,凡不符合中央、国务院和省委、省政府有关规定的额外负担都要坚决取消,切实解决某些部门乱收费、某些乡镇干部乱花钱的问题,坚决刹住侵犯乡镇企业利益的歪风。今后,任何单位和个人,不进巧立名目再向乡镇企业提取额外费用和平调物资。各级财政、银行部门尤其是乡镇财政所,要加强监督,保护乡镇企业的合法权益。
