在中国已经过十年试行而正式颁布实施《村民委员会组织法》两年多的现在，最为重要的争论不应该再集中于农村是否能实行乡政村治管理体制这一制度判断上（当然，这并非说不能就此制度安排发表不同甚至截然相反的意见），而应针对在村民自治不断推进与拓展中经常出现的乡政和村治脱节、矛盾加剧甚至冲突等现象，分析其原因，寻求这一体制的完善途径，以防乡政与村治出现真正的“断裂”。
Now that the most important debate in the People’s Republic of China over the past two decades since the formal implementation of the Organic Law on Villagers’ Committees has been promulgated and implemented for 10 years, the most important debate should not focus on whether the rural areas can implement the system of governing the management of township and village governments (of course, Not to say that different or even opposite opinions can not be published on this institutional arrangement. Instead, we should analyze the reasons and seek this system in light of the disconnection between the township government and the village often appearing during the constant promotion and expansion of villager autonomy. The perfect way to prevent the real governance and village governance appear a real “break.”
