党的十一届三中全会以来,我省的改革,遵循坚持四项基本原则,坚持开放搞活的方针,从农村到城市,从集体经济到全民所有制经济,从生产领域到流通、分配领域,从微观搞活企业到宏观改善管理,由点到面逐步展开。改革首先在农村取得了重大突破,基本形成了以公有制为主导,多种经济成分、多种经营形式并存的格局。党的十二届三中全会提出了全面改革的蓝图和纲领,及时地引导我们进入了以城市为重点的整个经济体制改革的新阶段。全省的改革以搞活企业为中心,在生产、流通、分配等领域逐步全面展开。
