Human resources is a precious resource with the most potential for development. It is the most important strategic resource in economic development and an important guarantee for the rapid development of public institutions. This paper elaborates the significance of human resource management innovation in the new era and puts forward the innovation strategy of human resource management in public institutions in the new era and provides some reference for the research in related fields in the future.
