1月6日,中共海西州委十一届九次全体会议在德令哈召开,会议的主要任务是认真学习贯彻省委十二届五次全委会精神,全面总结了2013年工作,安排部署了2014年工作。对2014年工作,副省长、州委书记辛国斌从六个方面作了重要指示。一是狠下决心调结构促转型,推动经济提质增效升级。在循环经济试验区建设上要有更大作为,继续延伸和完善产业链,努力打造一批产业集聚度高、规模效益显著、资源集约利用、实现循环发展的产业集群,提升试验区产业支撑能力;强化协调服务和要素保障,完善公共设施和服务平台建设,实行项目建设目标责任制,加快推进重点项目建设。在循环农牧业发展上要有重要突破,强化农牧业基础地位,加快壮大特色农牧业,引导农牧民转变思想观念,着力培育新型农业产业化经营主体,积极构建枸杞精深加工、柴达木福牛培育、藜麦种植推广、设施农牧业和生态畜牧业发展等产业链。
