面对日渐增多的征地矛盾和冲突,为了规范征地程序并制定合理的征地价格,我国法律出台了征地价格听证制度。然而,在实践中,该制度并未得到充分落实,实施效果并不理想。因此,应当进一步完善征地价格听证制度,通过司法和行政手段确保征地价格听证的落实。在实施过程中,通过延长听证申请期限、重视听证笔录等程序细节,给予农民真正的参与权和话语权。
Faced with the ever-increasing contradictions and conflicts of land acquisition, in order to regulate the procedures of land acquisition and to formulate a reasonable land acquisition price, the law of our country has promulgated a hearing system of land expropriation price. However, in practice, the system has not been fully implemented and the implementation effect is not satisfactory. Therefore, we should further improve the hearing system of land expropriation price and ensure the implementation of the hearing on the price of land expropriation through judicial and administrative means. In the implementation process, by extending the duration of the hearing application, attaching importance to procedures such as hearing transcripts, the farmers are given real rights of participation and voice.
