Fifty years after the founding of the People’s Republic of China, especially since the reform and opening up two decades ago, the cause of Shaanxi highway has made rapid progress. At the very beginning of the founding of the Republic, there were numerous road infrastructure in Shaanxi. In 1949, 1,398 kilometers of highway could be opened to traffic in the province, of which 28 were paralyzed although they could not be opened to traffic. Since the founding of the People’s Republic of China, especially since the Third Plenary Session of the 11th CPC Central Committee, the state has established a policy of taking economic construction as the center and implementing the principles of reform and opening up
