投资作为拉动经济增长的“三驾马车”之一,对国民经济的持续快速发展具有决定性作用。世界各国的发展经验表明,投资率高的国家,其经济增长速度一般较快,而投资率低的国家,其经济增长速度一般较低。改革开放以来,投资的高增长一直是我国经济持续发展的主要推动力量,特别是近几年在消费和出口增速趋缓的情况下,适时实施积极的财政政策,增发国债拉动国有投资的增长,对国民经济的持续稳定发展起到了至关重要的作用。
