Before and after China’s accession to the WTO in November 2001, there were as many as 3,700 kinds of books published by the WTO. However, part of the media involved was so small that “the fabrication of the media into the WTO” was said. At the beginning, China’s WTO accession negotiations did not address the media solely in the open market but as an element in the service industry. The Chinese government promised that one year after its accession to the WTO, the retail market for books and periodicals will be open to the public and foreign books and periodicals will be available for retail sale. Three years later, foreign-funded wholesalers may enter the market. In fact, however, foreign capital has now entered China indirectly and directly and the opening of the media market is inevitable.
