“以服务平衡差距”是一种基于服务型政府建设的差距调控新思路。其特点在于:把基本公共服务体系建设与差距调控结合起来加以综合考虑;把强化政府的公共服务职能作为破解差距难题的着力点;通过基本公共服务的充分供给、均衡配置不断缩小城乡之间、地区之间、各阶层之间在基本公共服务领域的待遇差距;通过渐次推进基本公共服务的均等化来抑制、调节和平衡各种社会差距。这种“以服务平衡差距”的治理策略是对传统差距调控思路的重要补充,是服务型政府建设的突出社会价值。
“To balance the gap between services ” is a new idea based on the gap adjustment of service-oriented government. Its features are: to combine the construction of basic public service system with the regulation and control of the gap; to take the enhancement of the government’s public service function as the focal point to solve the problem of the gap; to make the balanced allocation of urban and rural areas, Regional and all levels of treatment in the basic public services gap; by gradually promoting the equalization of basic public services to curb, adjust and balance various social gaps. This kind of “service balance gap” governance strategy is an important complement to the traditional gap regulation idea, which is a prominent social value of service-oriented government construction.
