In studying and implementing the “Regulations on Transforming the Operating Mechanism of Ownership-Owned Industrial Enterprises,” how to correctly understand the relationship between the conversion mechanism and the strengthening of management is an important issue. The mechanism and management of an enterprise is an inseparable organic whole. The two are interdependent and mutually conditional. They have both internal and internal connections, but they also have differences that cannot be mutually replaced. Clearly understanding the relationship between these two concepts is conducive to overcoming ideological one-sidedness and is of great significance in guiding our work practices. In a broad sense, “management” (also known as the “big management” concept) is originally a “mechanism,” and management without a mechanism is almost non-existent, at least not an effective one.
