经济,通常指物质资料的生产,以及相应的分配、交换和消费,即整个社会再生产活动。财政是分配中的组成要素,而物质资料的生产是社会再生产中起支配作用的主导环节,是一切经济活动的基础,只有产品生产出来,才有产品的分配、交换和消费。马克思在分析生产、分配、交换和消费的一般关系时曾指出:“……一定的生产决定一定的消费、分配、交换和这些不同要素相互间的一定关系。”①所以经济决定财政的实质是生产决定分配的问题。
Economic, usually refers to the production of material information, and the corresponding distribution, exchange and consumption, that is, the entire social reproduction activities.
