介绍了关贸总协定中服务贸易总协定的五大原则：最惠国待遇；国民待遇原则；对外开放透明度；市场准入；逐步自由化。在此基础上，提出了我国铁路对外经济活动的基本法律框架构想：我国铁路法规体系；我国铁路涉外法律规范；我国铁路涉外法律框架有关问题。
Introduced the five principles of GATS GATS: the most favored nation treatment; the principle of national treatment; the transparency of opening up; the market access; the gradual liberalization. On this basis, the author put forward the basic legal frame of railway foreign economic activities in our country: the railway regulation system in our country; the legal norms of foreign railway in our country; and the legal framework of foreign railway in our country.
