为加强化学危险品的安全管理,贯彻实施国际劳工组织第170号公约,提高化学事故应急救援的能力,我国化工部组织了化学危险物品高级管理人员赴美培训考察团,于1995年12月18日至1996年1月14日对美国有关化学危险品管理法规的制定、实施、执行情况,化学危险品的具体管理现状以及有关化学事故的应急救援和抢险情况等诸多问题,进行了为期四周的学习考察。培训考察团参观了有关企业,访问了有关协会、学会、环保部门(含污水处理)、医疗中心(含应急救援中心)等12个单位,受到了美国有关部门的热情接待。使培训考察团获益匪浅,学习和了解到美国化学危险品管理方面许多成功和有益的经验及做法,颇值借鉴。
