国有产权进场交易制度是我国经济体制改革的特殊需要,产权交易机构为国有产权转让服务是历史赋予的特殊使命。由于交易品种过于单一,大多数国有产权通过转让成为股份形态,市场交易量呈逐年下降的趋势,将制约产权市场的发展。产权转让实际上是一种权利的市场让度行为,与资本市场的其他资本品的交易有相同属性,产权交易市场应当早日融入资本市场是社会各界的普遍看法。当前的问题是,如何正确认识我国资本市场现状和产权市场的不足,寻找产权交易机构融入多层次资本市场的必经之路。
The system of state-owned property right-entry transactions is a special need of our country’s economic system reform. The property right exchange service is a special mission entrusted by history for the transfer of state-owned property rights. Due to the monotony of transactions, the majority of state-owned property rights have become shareholding through the transfer and the market transaction volume has been declining year by year, which will restrict the development of the property rights market. Transfer of property rights is actually a kind of entitlement to market. It has the same attributes as other capital goods in the capital market. It is a common view of all walks of life that the property right exchange market should be integrated into the capital market at an early date. The current issue is how to correctly understand the current situation of capital markets in our country and the lack of property rights market and find out the only way for property rights trading institutions to integrate into the multi-level capital market.
