最近,平度市在全市农村推行干部任期制、年薪制、财务管理审接制、经济责任审计制、工作责任与结果公示制和村级事务决策听证制。一、农村党支部书记任期制近几年来,平度市农村干部年龄老化、文化层次低、不适应农村经济和社会发展的问题日益突出。针对这种情况,平度市委采取强有力措施,加大发展年轻党员和培养选拔农村后备干部力度,并明确规定,新任的农村党支部书记年龄一般应在45周岁以下,具有高中以上文化程度,连选连任任期不超过5届。现任农村党支部书记在任职年龄上实行上限控制,一般应在55周岁以内;政绩突出、群众威信高、身体状况好的,年龄可适当放宽。二、农村干部年薪制在按规定逐村核编定岗的基础上,平度市对农村党支部书记、村委主任、村文书、计生主任实行年薪制,其工资报酬,由各镇(处)统筹统发。资金来源.根据各镇(处)实际,采用从各村提留或村集体收入中统筹,有条件的采取镇级财政补贴等方式和渠道解决。其他村级干部均按有关规定实行误工补贴。享受误工补贴的人数控制在村总人口的2‰之内,享受误工补贴人员年补贴工日数原则上不得超过100天,每天的工值折算数额按村劳动力日均收入水平适当确定。
