东深供水改造工程是通过建设专用输水系统,以保证香港、深圳以及工程沿线东莞城镇饮用源水的供水水质和水量的跨流域大型调水工程。工程的招标在贯彻依法、公开、公平、公正基本原则的基础上,通过强化招标策划和前期准备工作,严格按照招标程序组织实施和加强政府监督等措施,在实践中摸索出一套符合工程实际的高效实用的招标工作经验。文章重点对工程的分标、标底形成和评标定标等经验加以分析总结。
