1978年3月26日,中央做出利用外资加快发展海洋石油工业的决策。这是我国石油工业发展由陆上到海上,由自力更生到利用外资,全面开展对外合作的转折点。
On March 26, 1978, the Central Government made the decision of using foreign capital to speed up the development of offshore oil industry. This is a turning point for the development of China’s petroleum industry from land to sea, from self-reliance to utilization of foreign investment and full cooperation with foreign countries.
