“文化是旅游资源的核心价值,旅游是文化的外在表现,两者的融合成为一种必然选择。”文化与旅游相互融合需要的外部大环境主要包括政治、经济和科技等方面。张家口要想借鉴国内外优秀文化的传承经验,通过挖掘本地旅游文化资源优势,推进张家口文化与旅游融合创新发展的有序进行,必须构建完善的保障机制体系。具体而言,保障机制体系的构建主要包括政治保障、资金保障、人才保障、科技保障和创新保障等方面。
