经过 2 0多年的改革开放 ,特别是国有企业改革与脱困 3年攻坚的成功实践 ,一大批国有企业焕发出新的活力 ,市场竞争力得到进一步提升。然而 ,我国国有企业的多头管理体制的弊端仍然困扰着国有企业的发展 ,要从根本上解决国有企业管理的深层次矛盾和问题 ,必须建立符合市场经济规律和我国国情的国有企业领导体制与组织管理制度。为此 ,国有企业新型管理体制的建立宜从以下方面入手 :( 1)重构国有企业监管体制 ;( 2 )进一步理顺国有企业人事管理体制 ;( 3)创新国有企业人事管理机制。
After more than 20 years of reform and opening up, especially the successful practice of three years of state-owned enterprise reform and the difficulty of turning around the difficulties, a large number of state-owned enterprises have rejuvenated their vitality and their market competitiveness has been further enhanced. However, the drawbacks of the long management system of state-owned enterprises in our country still plague the development of state-owned enterprises. To fundamentally solve the deep-rooted contradictions and problems in the management of state-owned enterprises, we must establish the leadership system and organization of state-owned enterprises that conform to the laws of market economy and China's national conditions Management System. To this end, the establishment of a new state-owned enterprise management system should start with the following aspects: (1) restructuring the regulatory system of state-owned enterprises; (2) further rationalizing the personnel management system of state-owned enterprises; and (3) innovating the personnel management mechanism of state-owned enterprises.
