天津党校的函授教育工作，是在党的十一届三中全会之后，根据中共中央[1984]28号文件精神，按照中共天津市委组织部、宣传部、党校、市人事局联合下发的津党组[1984]88号《关于举办党政干部业余专修班的通知》文件要求，适应“采取多种形式、多种规格的培训手段，加快干部培训步伐”的新形势开展起来的。 时光茌苒，岁月悠悠，中共天津市委党校函授教育自创办至今已经20年。 20年来，在市委党校校委及总院的正确领导下，全体教职员工与时俱进，开拓创新，遵照胡锦涛同志“党校函授教育是党校教育的重要组成部分，是多渠道培训在职党员干部的一种有效形式”的重要指示精神，不断完善教学体系及教学方式，不断建立建全规章制度，有力地促进了天津市高素质党员干部队伍建设，有力地促进了天津市经济社会的发展。 20年来，天津党校函授教育经历了一个从无到有，从小到大，日趋完善，日臻成熟的发展过程。在机构建制上，党校校委决定于1984年11月成立“业余教育办公室”，后更名为“中共天津市委党校函授学院”；1992年10月，经校委研究、市委批准，与中共中央党校函授学院联合办学，成立中共中央党校函授学院天津分院。从1985年3月第一期开班时的21个区县局党校联合办学，到目前已有54个联办单位，形成了遍布全市具有自身特色的党校函授教育体系。 20年来，天津党校函授教育始终坚持“办学指导思想是灵魂，教学质量是生命，制度建设是保证，提高人员素质是根本”的办学宗旨，不断规范办学管理体系、教学体系、教材体系、考试考核体系、质量评估及督学体系，全面达到了国家成人高等教育标准，实现了党校“理论、知识、党性、能力”四统一的培养目标，突出了党校函授教育的办学特色，为我市培养了一大批各级党政机关、企事业单位领导骨干和合格人才。在校培养的11万多名学员、已毕业的8万多名大专和本科学员当中有近万名被评为优秀学员，近百名被评为十佳优秀学员，在他们中间还涌现出了众多的全国劳动模范、市级劳模、各级先进、优秀党员和党
