1995年2月西方七国布鲁塞尔会议讨论了全球信息社会(GIS)议题,确定要召开一次有发展中国家和发达国家共同参加的会议,开始有关全球信息社会的南北对话。这次大会政治性很强,反映了以美国为首的发达国家争夺全球信息化的制高点。但从另一侧面看,会议也反映了世界各国对未来信息社会的关注和重视,它给各类发展水平的国家都带来了机会,而对发展中国家既有机会,更有挑战。我想,有以下几点值得我们深思。
In February 1995, the Brussels Western Conference of Seven held a discussion on the issue of global information society (GIS), and decided to hold a meeting with developing and developed countries to start a North-South dialogue on the global information society. This conference is very political, reflecting the commanding height of developed countries competing for global informationization headed by the United States. However, on the other hand, the meeting also reflects the concern and attention given by all countries in the world to the information society in the future. It brings opportunities to all kinds of countries with different levels of development and poses greater opportunities and challenges for developing countries. I think the following points deserve our consideration.
