[本刊讯] 上海市邮电部门,打破独家经营和官商作风,发挥各方面的积极性,实行国家、地方、集体、个人一起上,多渠道、多层次地筹集社会资金,发展邮电事业。1.依靠地方政府,将邮电通信列入市政建设规划。1979年以来,上海用于市内电话的投资除国家拨款外,来自地方拨款占48.3%、企业利润占31.6%、用户集资占17.8%。今年,上海已将长途通信枢纽和程控电话工程,列为城市基础设施。2.与厂矿企业联合投资。采取互利互惠的原则,先后与石化、宝钢等企业联合建设通信设施,既解决了这些企业的通信需要,又满足了附近地区的电话通信。
The Shanghai post and telecommunications department has broken the exclusive management and the official business style, has given full play to the enthusiasm of all quarters and has implemented the multi-channel and multi-level fundraising of social funds and development of postal and telecommunications businesses together by the state, localities, collectives and individuals. 1. Rely on the local government, the telecommunications included in the municipal construction plan. Since 1979, Shanghai’s investment in domestic telephones has accounted for 48.3% of the total funds allocated by local governments, 31.6% of corporate profits and 17.8% of users’ funds. This year, Shanghai has listed long-distance communication hubs and program-controlled telephone projects as urban infrastructure. 2. Joint investment with factories and mines. Adopting the principle of mutual benefit and reciprocity, it has successively established communication facilities with such enterprises as Sinopec and Baosteel, which not only solved the communication needs of these enterprises but also satisfied the telephone communication in the nearby areas.
