在对浙江省安吉县和重庆市巴南区调查的基础上,分析了影响林农森林经营收入的因素,并提出了提高林农森林经营收入的政策建议。认为林农森林经营收入的影响因素包括:林产品类型的选择、森林生产经营要素、区域林产品加工业的发展状况、政府的森林管理制度。建议政府推进非木质林产品生产,引导林业种植业结构调整,改革采伐管理制度,改革林业公共财税制度和林业金融制度,规范林地流转,加强技术指导和信息服务,发展林产品加工企业,带动林农增收。
Based on the investigation of Anji County in Zhejiang Province and Banan District in Chongqing City, the paper analyzes the factors affecting forest farmers’ income from forest management and puts forward some policy suggestions to improve forest management income. The factors affecting the forest management income of forestry farmers include: the type of forest products, the elements of forest production and management, the development of forest products processing industry in the region, and the government’s forest management system. It is recommended that the government promote the production of non-wood forest products, guide the structural adjustment of forestry planting, reform the harvesting management system, reform the public finance and taxation system of forestry and forestry financial system, standardize the flow of forest land, strengthen the technical guidance and information services, develop forest products processing enterprises and promote forest farmers Income.
