建立国家公务员制度,就是通过制定法规,对政府中行使国家行政权力、执行国家公务的人员,依法进行科学管理。其基本依据是1993年8月14日国务院正式颁布实施的《国家公务员暂行条例》。该条例颁布后,结合推行国家公务员制度的实践,又颁布了与《条例》相配套的13个《暂行规定》、13个《实施办法》和一批政策规定、实施细则。至此,我国已形成由总法规到单项法规再到实施细则,在立法层次上由高到低,覆盖中央和地方的,比较完整且有机联系的公务员制度法规体系。
The establishment of a national civil service system means that scientific laws and regulations are in place for the scientific management of personnel exercising state administrative power and performing state official duties in the government. Its basic basis is the Provisional Regulations on State Civil Servants promulgated and implemented by the State Council on August 14, 1993. After promulgation of the Ordinance, combined with the implementation of the practice of the national civil service, promulgated with the “Regulations” 13 “Provisional Regulations”, 13 “Implementation Measures” and a number of policies and regulations, the implementation details. So far, our country has formed a system of laws and regulations of the civil service that is governed by the General Regulations to the individual laws and regulations and implemented at the legislative level from high to low, covering the central and local governments, with a relatively complete and organic link.
