原农牧渔业部《关于县级农机校的改革意见》中指出:“县级农机校是担负全县农民农机职业技术教育的一个独立的事业单位”,要“实行校长负责制”。 实行校长负责制,是县农机校改革中的一项重要内容,对于改善教学和行政管理,增强学校活力,具有深远的意义。本文就县农机校实行校长负责制的一些认识问题和实际问题,谈些粗浅看法。
