中国产权市场扫描山东国有产权交易实行“5统一”日前,山东省下发《关于加强企业国有产权交易监管有关问题的意见》强调,山东省地方企业国有产权交易实行“5统一”。即统一监管机构、统一信息发布、统一交易规则、统一审核鉴证、统一收费标准。该《意见》的发布.标志着山东省产权交易监管体系及产权交易市场体系框架已基本形成。北京规定企业转让国有产权需外聘律师北京市国资委近日制定《企业法律审核工作若干规定》。该规定明确,法律意见书由承办该项事务的企业法律顾问起草,法律事务机构负责人审核;或者由法律事务机构委托外聘律师起草,以外聘法律中介机构名义出具。但涉及企业国有产权转让事项的法律意见书.应当由外聘律师出具。
Recently, Shandong Province issued the “Opinions on Strengthening the Supervision of State-owned Property Transactions Related to Issues” stressed that the local enterprises in Shandong Province, the implementation of state-owned property transactions “5 Unified” . That is, a unified regulatory agencies, unified information dissemination, unified transaction rules, unified audit forensics, unified charging standards. The release of the “Opinions” marks the basic framework for the system of property rights supervision in Shandong Province and the system of property rights trading markets. Beijing requires enterprises to transfer state-owned property rights to be an external lawyer Beijing SASAC recently formulated the “Several Provisions on Enterprise Legal Review.” The stipulation is clear. Legal opinions shall be drafted by the legal consultant of the enterprise that undertakes the affairs and be reviewed by the person in charge of the legal affairs department. Or, the legal affairs department shall entrust the external lawyer to draw up the letter and issue it in the name of an outside legal intermediary agency. However, the legal opinion concerning the transfer of state-owned property rights of an enterprise shall be issued by an outside counsel.
