县级机关文档干部调动频繁,在机构改革和政社分设中变动更大,据统计,公社文书续任乡文书的只有百分之十。为此,办文档干部培训班是必要的。但以往不问情况,不看对象,讲课内容长期固定不变,每次都必讲文书处理、立卷归档、档案保管与利用的内容,对解决现实问题帮助不大。我在检查评比中发现的两个问题就是证明。一是参加过训练的文档干部,仍难于判定文件确定案卷保管期限。二是县直文档人员对档案的作用与档案工作的地位认识不明确,抓工作不力。
