庆祝建国50周年前夕,我们党召开十五届四中全会,专门研究和讨论国有企业的改革和发展问题,这是以江泽民同志为核心的党中央全面分析国际国内形势,从我国改革开放和现代化建设全局出发而做的一项具有重大意义的工作。四中全会通过的《决定》,以邓小平理论和党的十五大精神为指导,充分肯定了十一届三中全会以来国有企业改革和发展取得的巨大成就与实践经验,明确提出了国有企业改革和发展的奋斗目标与指导方针,对国有企业的跨世纪发展作出了全面部署,并确定了着力解决当前国有企业
