国务院《医药卫生体制改革近期重点实施方案》(国发[2009]12号)明确要求,2011年城镇医保基本实现市(地)级统筹。今年3月,人社部下发了推进工伤保险市级统筹的通知,提出2010年底在全国范围内基本实现工伤保险市级统筹。对此,各地对各险种都列出了市级统筹时间表,给群众带来福音。威海市突破困难,于今年7月1日同时将各险种实行了市级统筹。希望该市的做法能给各地以启示,加快推进社会保险市级统筹的步伐。
The State Council’s “Key Implementation Plan for the Reform of the Medical and Health System” (Guo Fa [2009] No.12) explicitly requires that urban health insurance should be basically unified at city (prefecture) level in 2011. In March this year, the Ministry of Human Resources and Social Security issued a circular on promoting the overall planning of work-related injury insurance at the municipal level and proposed that the citywide plan for work-related injury insurance be basically implemented at the end of 2010. In this regard, various types of insurance are listed around the municipal timetable for co-ordination, to bring the gospel to the masses. Weihai breakthrough difficulties in July 1 this year at the same time the various types of insurance implemented at the municipal level. Hope that the practice of the city can give enlightenment around the country, accelerate the pace of overall planning of social insurance at the municipal level.
