总体而言,新一轮的长三角热,是资本先于概念,市场先于舆论,企业先于政府。推动区域合作的主导力量是市场,是企业。但是,切开2003年的剖面,却显现出更为鲜明的年度烙印:政府的推动力量。政府从后台走上了前台,从被动走向了主动,成为主导并推动2003区域合作的最重要力量。区域合作也在这一年里,推出了一连串的突破之举,出现了质的飞跃。
Overall, the new round of the Yangtze River Delta heat is capital prior to concept. The market precedes public opinion and the enterprises precede the government.
