在电子政务领域,“顶层设计”正日益成为一个广受关注的话题,它的有效解决,将使电子政务在规划上取得革命性进步。为此,上海市信息委区县信息化处在总结近年来试点工作的基础上,出台了《上海市区县电子政务总体框架建设指南》,对如何合理架构区县电子政务一体化平台做了进一步明确。围绕这个总体框架,我们邀请了来自上海市信息委、徐汇区信息委、嘉定区信息委、互联网软件有限公司以及华东师范大学的五位领导、专家,从各个角度进行了深入思考和探讨。
