在制定石油安全战略时,有必要充分考虑石油安全的经济性,遵循石油市场经济规律,采用石油市场经济的方式,以尽可能少的成本最大程度为我国国民经济持续、稳定、健康发展提供保障。目前,中国石油对外依存度高达56%。这一数字背后凸显出中国石油安全问题的日益严峻性。然而,要解决这一问题,仅仅依靠海外并购、挖潜国内资源是不够的。
