把水利工作转到以提高经济效益为中心的轨道上来

随着农业联产承包责任制的落实,我省广大农村的专业户、重点户和经济联合体迅速发展。新的形势要求我们必须把水利工作转移到以提高经济效益为中心的轨道上来,走以内涵为主的路子,进行全面而系统的改革,进一步依靠政策和科学,办好水利。山东省第四次党代会提出,到本世纪末,全省工农业年总产值翻两番,力争前十年翻一番。为了实现这个宏伟目标,我们打算从以下几个方面抓好全省的水利工作。

With the implementation of the contract responsibility system for agricultural production, the majority of rural households in our province and the key households and economic complexes have developed rapidly. The new situation requires that we must shift the work of water conservancy to the track centered on raising economic efficiency and follow the path of connotation-oriented reform so as to conduct a comprehensive and systematic reform and further rely on policies and sciences to run water conservancy well. The fourth congress of Shandong Province proposed that by the end of this century, the total annual industrial and agricultural output in the province will quadruple its output and strive to double in the first ten years. In order to achieve this grand goal, we intend to do a good job in the province’s water conservancy work from the following aspects.
