2011年,全民医保基本实现。2012年,城乡基本养老保险制度实现全覆盖。这两项举世瞩目的成就背后,却隐藏着一个基层社保经办管理服务能力严重不足的尴尬。尤其是广大农村地区受制于地理环境、交通状况、基本公共服务设施等因素,很多时候是依靠基层社保经办人员超负荷的工作和默默的奉献来支撑着整个社会保障制度的实际运转。本刊走基层将持续关注这样一群人:他们工作条件艰苦,却甘于奉献;他们工作内容庞杂,却兢兢业业、恪尽职守;他们扎根基层、默默付出,撑起了整个社会保障制度的保护伞。他们就是基层社保经办工作者。
In 2011, universal health insurance basically achieved. In 2012, the urban and rural basic old-age insurance system will be fully covered. Behind these two world-renowned achievements, there is a hidden embarrassment of a serious lack of management and service capabilities at the grassroots level. In particular, the vast rural areas are subject to such factors as geographical conditions, traffic conditions and basic public service facilities. In many cases, they rely on the overworked work and quiet dedication of grass-roots social security personnel to support the actual operation of the entire social security system. The magazine will continue to pay attention to the grass-roots such a group of people: their working conditions are hard, but willing to sacrifice; their work content is complex, but work diligently and conscientiously; they take root, silently pay, hold up the umbrella of the entire social security system. They are grassroots social security workers.
