我省“十二五”规划纲要明确提出:“突出中心镇的片区中心作用,引导周边乡镇组团式发展。”中心镇在加快发展和转型升级中能否有效抓住这一机遇,关键是中心镇党委能否发挥好引领作用,党委班子的综合素质和精神状态能否与中心镇建设的有关要求相适应。从浙江发展实际看,必须大力提升中心镇党委的十种执政能力。
