1 规划的必要性众多水土保持项目失败的原因,是在规划和决策过程中缺少农民的参与.农地水土保持规划是一种“自下而上的规划”,通过区域勘测和对某些早期区域、目标的了解,政府公职人员应明白哪些是项目区应做的.而真正需要完成的却受到农民决策的限制.如果缺乏与农民充分的商议、讨论和规划,政府在水土保持上所寄与的目的就不可能实现.因此,制定农地水土保持规划是必要的.合理的土地利用和现代水土保持与农业知识,技术人员应该和个体农民一起做规划,并向农民讲清如何合理地利用和保护农地.最后由农民依据自己的兴趣、资源和能力做出最终决定.
