作为全球公认的创新型国家,英国一直致力于不断地发展和完善其国家创新体系。2008年出台的《创新国家白皮书》提出了建立横跨全社会层面的创新型国家的目标,并为此确定下7项政策措施:创造需求;为企业创新设定框架体系;推动基础研究;促进英国市场的国际化;发展技能;提供高质量的公共服务;推动创新区域的形成。《创新国家白皮书》特别强调英国政府的引导和调控作用,由此确立了一种基于政府引导的全社会层面的创新型国家建设模式,值得我国参考和借鉴。
As a globally recognized and innovative country, the United Kingdom has been committed to continually developing and improving its national innovation system. In 2008, the “White Paper on Innovative Countries” set forth the goal of establishing an innovation-oriented nation across the whole society. To this end, we set out the following seven policy measures: creating demand; setting up a framework for enterprise innovation; promoting basic research; and promoting Internationalization of the UK market; development of skills; provision of high-quality public services; promotion of the formation of innovative regions. The White Paper on Innovative Countries places special emphasis on the role of the British government in guiding and regulating the establishment of an innovative nation-building model based on the guidance of the government and at the entire social level, which is worth our reference and reference.
