云南省昆明市呈贡新区作为现代新昆明建设的主战场,步入了“一步城市化”建设的快车道。云南白药集团、中国东盟商贸港、七彩云南第一城等大批项目落户新区,辖区内常住人口由10余万剧增至30余万人,从辖区经过的昆玉高速、彩云路、环湖东路、昆洛路每天车流量达12.6万余辆次,随着车流量的剧增,道路交通事故引发的损害赔偿纠纷和诉讼案件日益增加。2012年,呈贡区公安交管大队和昆玉高速交管大队交通事故接处
