一、继续解决思想认识问题,进一步增强两手抓的坚定性和自觉性。着重通过《邓小平文选》第三卷的学习,充分认识“两手抓,两手都要硬”是邓小平同志建设有中国特色社会主义理论的重要组成部分,是指导改革开放和现代化建设的一个基本指导方针,是建设有中国特色社会主义的本质特征和必然要求。各级领导干部一定要从巩固和发展社会主义制度的高度来认识加强精神文明建设的重要性和紧迫性,提高建设的自觉性,形成领导层重视精神文明建设的群体意识。同时,加强各级宜传部、文明办的职责,切实担负起全社会精神文明建设活动的组织、协调、指导、监督和检查,出好大题目,做好大文章,调动社会各方面的力量齐抓共管精神文明建设。
