安全评价是加强安全生产监督管理的一个必要组成部分。作为预测、预防事故的重要手段，在贯彻“安全第一、预防为主”方针中有着十分重要作用。它是推动安全生产工作从事后查处向源头管理转变的有效手段。通过开展安全评价工作，可确认生产经营单位是否具备了安全生产的条件，不仅有利于安全生产的宏观控制和安全投资的合理选择，而且有利于全面提高生产经营单位的安全管理水平，有利于企业系统地、有针对性地加强对不安全状况的治理、改造，最大限度地降低安全生产风险，进一步提高有安全保障的生产能力，提高经济效益。
