计划生育管理是隶属于社会管理的一个重要环节。而针对基层群众开展的教育活动是计划生育管理中的基础环节,对计划生育的发展有着千丝万缕的联系。基层教育是计划生育的根本,是出发点,是起点,只有建立在基层教育的基础之上,计划生育管理才能实现突破和创新,因此,计划生育管理工作的核心在于如何加强基层群众教育工作的力度。
