2011年1月29日发布了《中共中央国务院关于加快水利改革发展的决定》,这是新世纪以来中共中央关注“三农”问题的第八个一号文件,也是新中国成立62年来中共中央文件首次对水利工作进行全面部署。水利是农业的命脉,加强水利基础设施建设,对于促进农业的全面、协调、可持续发展,转变农业发展方式,具有重要的促进作用。中央一号文件的颁布实施,对于多年来干旱问题一直未得到缓解的广西桂中旱区来说,无疑是久旱逢甘露,对于桂中旱区的治理具有重要的指导意义。
The “Decision of the CPC Central Committee and the State Council on Accelerating the Development of Water Conservancy” was released on January 29, 2011. This is the eighth document of the CPC Central Committee concerned about the issue of “agriculture, rural areas and farmers” since the new century. It is also the 62nd anniversary of the founding of New China CPC Central Committee for the first time to fully implement the water conservancy work. Water conservancy is the lifeblood of agriculture and strengthening the construction of water conservancy infrastructure plays an important role in promoting the all-round, coordinated and sustainable development of agriculture and transforming the modes of agricultural development. The promulgation and implementation of the document No. 1 of the Central Government have undoubtedly been a long drought every day for the drought-stricken areas in Guangxi that have not been alleviated for many years. This is of great guiding significance to the governance of the drought-stricken areas in central and southern Guangxi.
