治理转型期城市,规则、制度的建立是关键,这也是城市政府功能转型的题中之意。转型期城市政府行政立法时应作到依法立法、民主立法、克制立法、协同立法、前瞻立法,履行职能应作到全面、务实、创新。为提高政府的行政能力,适应政府职能重新定位的需要,城市政府应进一步解放思想、统一思想,积极借助社会力量,加强对社会变革的能动引导,并适时担当先行者。
It is the key to govern the transformation of cities, rules and systems, which is also the meaning of the functional transformation of urban government. During the transitional period, the municipal government should make the legislative legislation, the democratic legislation, the legislative restraint, the collaborative legislation, the forward-looking legislation and the performance of its functions should be made comprehensive, pragmatic and innovative. In order to improve the administrative capacity of the government and to meet the needs of redefining government functions, the urban government should further emancipate the mind, unify its thinking, actively use social forces to step up its guidance on social changes and take the initiative as a forerunner.
