农村干群关系不融洽乃至对立和基层干部人心波动、积极性下降以至不安心工作,已不是个别地区的现象而带有一定普遍性。目前,这种现象日益引起各级领导的重视。产生这种现象的主要原因亦即农村基层工作的难点是什么?最近通过调查研究,认为主要有以下五个方面:一、农村中传统的陈旧观念和现实的经济社会状况给贯彻落实国家有关政策增添了很大难度,集中反映在计划生育上。这方面有如“多子多福”等传统观念的影响,也有“养儿防老”的现实社会问题。从总体看,基层干部为了抓好这项工作,采取了不少措施,但效果仍不理想,遭到围攻、打骂、威胁的事也不鲜见。对响水县42个村的调查,基层干部和群众仅因计划生育引起的纠纷即占整个干群纠纷的29.1%。

In a survey of 42 villages in Xiangshui County, the disputes between grassroots cadres and the masses due to family planning only accounted for 29.1% of the entire cadres’ disputes.
