近些年来,随着社会各行各业和人民群众防范意识的增强,越来越多的犯罪分子视枪为最得力的作案工具,持枪犯罪活动愈演愈烈,事实上已成为影响社会治安的热点和难点问题。——从发案数量看,据不完全统计,1985年,全国持枪犯罪案件仅有百余起,1995年增到3901起,上升30多倍。枪支犯罪活动最为严重的广东省十年来破严重暴力案件近3000起,缴获军用枪千余支。——从趋势上看,持枪犯罪正从沿海向内地蔓延,全国大部分地区枪案普遍大幅度增长,就连北京也比前两年成倍上升。1985年,全国被盗抢军用枪323支,1995年竟高达1044支,上升223%。
