According to the “Education Development Plan for the East China Sea Region 2004-2010”, by 2005, the Hualong and Xunhua counties, which account for 22.95% of the total population in Haidong, will basically enjoy nine-year compulsory education and basically eliminate illiteracy among young and middle-aged people. The six counties basically achieved the “two bases.” Hualong and Xunhua are two minority autonomous counties in our province (Hualong Hui Autonomous County and Xunhua Salar Autonomous County).
