我院自1986年全面推行研究所所长负责制以来,已有三年的时间。最近各研究所所长在总结实行所长负责制的经验时认为,与旧的领导体制相比较,实行所长负责制以后,有如下几点明显的变化。 1.扩大了研究所的自主权,体现了研究所所长责、权、利的结合。实行所长负责制以后,贯彻了简政放权的方针,在科研计划管理的改革上,实行院所两级管理,研究所除承担国家下达的指令
It has been three years since our hospital fully implemented the responsibility system of director of institute in 1986. In summation of the experience gained in implementing the director responsibility system, the directors of the institutes recently thought that there are some obvious changes as compared with the old leadership system and the introduction of the director responsibility system. 1. The Institute has expanded its autonomy and demonstrated the combination of responsibility, power and benefits of the Institute.
