安全生产是国有煤炭企业提高经济效益、实现改革脱困目标和可持续发展的基础,没有安全,一切都无从谈起。随着企业改革的深入和市场经济的发展,国有煤炭企业职工的思想观念、就业观念和价值观念都发生了很大变化,在一定程度上给搞好安全生产增加了难度,单靠行政处分和重奖重罚已不能适应当前搞好安全生产的需要。在新形势下,搞好国有煤炭企业的安全生产,确保有一个稳定的改革与发展局面,必须在坚持“安全第一,预防为主”方针的基础上,不断研究探索新方法、新途径,结合实际开展工作,才能实现安全生产。
